Our professionals have spent decades providing quality support services in the areas of acquisition/contract management, program/project management, financial and budget support, and professional services. We are familiar with the demands our Government customers face and have adopted a proactive approach to developing real solutions to the problems our clients encounter. Mark Henderson

President & CEO

As PCI-PS President and CEO, Mr. Henderson's responsibilities include driving business development (Federal Agencies and DoD) and teaming, as well as corporate and operational management support.

Mr. Henderson has over thirty years of Federal Agency and Department of Defense experience. He has served in executive management positions at three successfully graduated 8(a) firms and has managed over $1B in prime contracts and associated delivery orders. Major Key Business Areas supported include Professional Services, Information Technology, Facilities Management, Construction and Environmental Services.

His experience at large GOVCON firms include Alion Science and Technology (NAVSEA support – CG 47 HM&E program and NAVSUP Environmental programs) and Wyle Laboratories (GWACs Director).

He possesses extensive experience in marketing, proposal development and contract negotiations and has strong experience with small business programs to include 8(a)/SDB, HUBZone and Veteran-Owned.

Mr. Henderson is a native of Virginia and a graduate of George Mason University.

Nicholas B. Dunn

Executive Vice President

Mr. Dunn has served as the Executive Vice President of PCI Professional Services since it’s inception in 2024.

Mr. Dunn is an experienced GOVCON Executive with a successful track record of building and growing federal service delivery companies with service offerings in information technology, management consulting, and data analytics. He has successfully designed, built, and managed all aspects of a startup business from formation to exit. Mr. Dunn is a subject matter expert in matters relating to federal procurement.

Prior to joining PCI-PS Mr. Dunn founded Integrated Federal Solutions, Inc (IFS) in 2007 and grew it until it was bought by the Poarch Band of Creek Indians in June of 2019. During his time as CEO, IFS experienced sustained and consistent growth over more than 12 years delivering award-winning services to various federal agency clients.

Prior to founding IFS, Mr. Dunn worked as a Senior Government Contracts Consultant at Baker Tilly (prior Beers & Cutler) providing regulatory and compliance consulting services to large companies operating in the federal marketplace. Before joining Baker Tilly, Mr. Dunn served as a Contracts Legal Specialist for the U.S. Army, Chief Attorne and Legal Services Directorate providing contracting support to the Defense Contracting Command – Washington DC.

Mr. Dunn is a native of Huntsville, AL and holds a B.S. in Finance from the University of Alabama. He also holds a J.D. from George Washington University Law School and is a member of the Virginia State Bar. Mr. Dunn holds a CPCM certification from NCMA.

Jennifer Liu

Vice President, Operations

Ms. Liu is the Vice President of Operations and brings a wealth of project/program management and business operations experience across a 25-year career. Prior to joining PCI-PS, Ms. Liu worked at Verizon for 16 years in increasingly senior roles in Enterprise and IT and then joined the federal government contracting environment in 2019 at an SDVOSB.

Her focus is always on continuous improvement and scaling towards process automation for continual growth. She takes pride in building high performing teams and making sure that everything she and her team deliver is adding value to the company, the business and the future.

Ms. Liu holds a BS in Business Management from Purdue University and is a SAFe Agilist 4.0, and IC Agile Certified Professional, a Certified Scrum Master, and holds her Project Management Professional certification. She lives in Northern Virginia.

Meredith Delaware

Executive Director, Management Consulting

Ms. Delaware is a seasoned business leader with over two decades of experience driving growth and transformation in the federal consulting space. Specializing in strategy design, analytics, and change management, she has led the development and execution of high-impact business strategies for $1B+ organizations. Ms. Delaware is skilled in managing complex, high-value contracts and developing high-performing teams to achieve sustained growth and operational excellence.

Before joining PCI, Ms. Delaware held various leadership roles at Booz Allen Hamilton focused on national security clients. She led business units focused on consulting, analytics, and AI. Additionally, Ms. Delaware has experience with M&A, leading large-scale post-merger integrations concentrating on building market strategies, change management, and optimizing operations. In her early career, Ms. Delaware gained extensive experience in program management and analysis for national security missions.

Ms. Delaware holds a Bachelor of Arts in International Relations from William & Mary and is an alumni of the General Management Program at Wharton School of Business.

Gary Polston

Director

Mr. Polston brings over 30 years of results-oriented, executive experience leading small and mid-sized businesses providing needs-based professional services to Federal Government (IC, Defense, and Civilian agencies). Prior to joining PCI Professional Services (PS), he served as Vice President of the Mission Solutions Group at Preferred Systems Solutions (PSS). He has also held leadership positions at Government Contract Solutions (GCS), Summit Solutions, Lockheed Martin and Bearing Point where he established a strong record for building successful, customer focused organizations.

He received a Master Business Administration (MBA) from DePaul University. He is a retired as a Captain (Supply Corp), United States Naval Reserves (USNR). He is a certified Project Management Professional (PMP).

Pilar Martinez Marin

Director, Strategic Programs

Ms. Martinez Marin has over 20 years of experience in strategy and finance, working with numerous Fortune 500 and Global 100 companies as well as academic and healthcare institutions. She has been a trusted advisor of C-level executives and senior strategists and has partnered with them to address and provide solutions to their most pressing business challenges.

Ms. Martinez Marin drives operational, marketing and business development initiatives across the PCI-PS Consulting Management portfolio and supports major transitions. She specializes in the areas of Strategic Planning and Communications, Change Management and Human Capital. Ms. Martinez Marin holds an M.A. in Political Science from the University of Hawai`i (UH) and a B.A. in Economics from Florida State University where she graduated with Honors. She is an Omicron Delta Epsilon member. She has taught political economy, federal government, and international law courses at UH and Fujen University, Taiwan. She has lived and worked in Europe and East Asia, and works and resides in Washington D.C.

Tabitha Campbell

Talent Acquisition Director, Careers with GS

Possessing over 20 years of HR and Talent Acquisition experience, Ms. Campbell leads our team in developing and executing strategic talent acquisition methods, overseeing the entire recruiting function. She collaborates closely with management to analyze workforce needs and external labor markets, implementing effective recruitment strategies that align with company culture and quality standards.

Ms. Campbell has managed the full lifecycle of the talent acquisition process, including deployment, and has built training and development programs. In her career, she has hired over 1,000 healthcare professionals across the U.S. Her extensive experience includes hiring both within the continental U.S. (CONUS) and outside the continental U.S. (OCONUS), as well as managing deployment programs.

Partnering with HR Operations, Ms. Campbell prioritizes candidate experience and employee retention. She works with Marketing to enhance our brand presence and communicate our value proposition across various platforms. With a focus on compliance and innovation, Ms. Campbell fosters relationships and drives results, contributing to the company's growth in a rapidly evolving environment.

Ms. Campbell lives in Virginia and holds a degree in Human Resources.

Beth Parmer

Corporate Director, Finance & Administration

Mrs. Parmer serves as the Corporate Director of Finance & Administration at Ecke Holding Company LLC (dba PCI Federal Services) headquartered in Atmore, Alabama. With a focus on administrative, financial, and analytical support, Mrs. Parmer plays a crucial role in developing and implementing internal policies and procedures, ensuring accurate financial reporting, and overseeing day-to-day accounting functions for Corporate and subsidiary entities. With over twenty years in finance, accounting and operations across various industries, Mrs. Parmer brings a wealth of experience and expertise to her current role.

Mrs. Parmer is a native of Alabama and received her Bachelor of Business Administration with a concentration in Accounting and her Masters of Accountancy degree from The University of Alabama.

Shari Jahn

Senior Contracts Manager

As the Sr. Contracts Manager, Ms. Jahn is responsible for contracts management and compliance. She acts as lead for NDAs, Teaming Agreements, Prime contracts and Subcontracts as well as other agreements in support of our federal agency and DoD customers. With her vast GOVCON experience, she is instrumental in PCI-PS’ growth and partnering initiatives. Ms. Jahn is a native of Virginia Beach, VA.

Tom Zinck

Senior Program Manager

Mr. Zinck is a Senior Program Manager and an innovative senior professional with project management and advanced business operational experience. He is responsible for strategic, financial and oversight operations including all aspects of contract execution. He oversees contracts supporting USCIS, FTA, USDA, IRS, NIH, AFDW, and HHS. He functions as the primary point of contact with sponsors and representatives on project issues, engages team resources, and drives business and staff development.

Mr. Zinck has managed large complex contracts that spread across almost all government agencies managing the federal employees’ retirement benefits for the FRTIB (Federal Retirement Thrift Investment Board). His group was responsible for managing the annual intake of over $37B federal employee retirement contributions and the disbursement of over $1B death and legal benefits. He helped develop and implement the U.S. Military’s Blended Retirement System (BRS) for the Thrift Savings Plan (TSP). He has over 20 years management experience and is a certified Project Management Professional (PMP).

Ryan Hyndman

Senior Program Manager

Mr. Hyndman is a Senior Program Manager with over 15 years of experience in federal consulting. He has focused his delivery on a portfolio within Health and Human Services (HHS) agencies, including the Centers for Disease Control and Prevention (CDC) and the Office of the National Coordinator for Technology (ONC). Ryan manages large-scale, complex projects with multimillion-dollar budgets.

He holds a BA in Business Administration with a concentration in Management from Morehouse College and is PMP certified. Known for his strong leadership, coaching, and relationship-building skills, Ryan is dedicated to delivering excellence in every project he undertakes. He resides in Atlanta, GA.

Hayley Cooper

Senior Program Manager

Ms. Cooper brings more than a decade of expertise in government contracting and seven years’ experience dedicated to program management to her role as Sr. Program Manager. Her background includes five years at the Defense Health Agency, where she played a key role in both the reform and implementation of governance processes. Additionally, she has successfully managed Indefinite Delivery Indefinite Quantity (IDIQ) contracts for the U.S. State Department and contributed to significant emergency humanitarian relief initiatives. Hayley contributes to PCI-PS’s tremendous growth and is a key contributor to our ongoing success. She has a BS in Public Health, and a Master’s in Public Administration. Ms. Cooper resides in MD.

Kelly Gardner

Senior Program Manager

Ms. Gardner is a Senior Program Manager with 25+ years of experience in management consulting, program management, acquisition, and cost estimation. She has worked with numerous U.S. federal agencies and the Department of Defense (DoD) in her career, including DHS, FEMA, U.S. Navy, U.S. Marine Corps, U.S. Army, and Department of Treasury/IRS. She is a certified Project Management Professional (PMP) who has lived in both Europe and Asia and currently resides in Northen Virginia with her husband and son.

Patricia Esparza

HR Generalist

Mrs. Esparza serves as PCI-Government Services Human Resources Generalist. Mrs. Esparza has more than 6 years of GOVCON (to include OCONUS Department of Defense Government Human Resources) contracting experience.

Prior to joining PCI-PS, Mrs. Esparza developed her Human Resources career and experience working as a Human Resources Generalist for Vectrus, an American Defense Contracting Company, and Acuity International, a Professional Services Government Contracting Company. For both Companies Mrs. Esparza lived and worked in Iraq and has extensive Global Human Resources knowledge.

Mrs. Esparza is native to San Antonio, Texas and received her Bachelor of Arts in Psychology from Texas A&M University – San Antonio.

Brooke Lunday

Business Operations Analyst

Ms. Lunday supports the executive management team with high-level initiatives and supports the corporate enterprise with internal programs. She excels in executive and corporate-level support and organizational optimization. Previous roles include Office Project Manager at Presage Technologies, Business Systems Analyst at CACI International, and Community Liaison Office Coordinator at the U.S. Embassy in Eastern Europe. Recognized for her dedication and contributions, Ms. Lunday has earned accolades such as the United States Department of State Meritorious Honor Award. As a Business Operations Analyst, she drives positive change and empowers teams at PCI-PS. She has a Bachelor of Science in Speech, majored in Management Communications, and resides in Northern VA.
